Obtained entrance qualification for universities of applied sciences in 1974; studied at the former FHVR Berlin University of Applied Sciences for Administration and Law and obtained degree in public administration. Trained as a specialist for data processing as well as in organisation (REFA certificate) at the Berlin Academy of Administration. Obtained degree in political science at the Free University of Berlin. Served as lay judge at juvenile court from 1997 to 2000. Civil servant in the higher intermediate service from 1974 to 1999; retired from the civil service in 2000.

Member of the Free Democratic Party (FDP) since 1989: deputy chairman of the Berlin-Tempelhof district branch of the FDP from 1995 to 2001; chairman of the Berlin-Alt-Mariendorf local branch since 1994; chairman of the Tempelhof-Schöneberg district branch since 2007. Member of the Berlin House of Representatives from 2001 to 2006: deputy chairman of the Committee for Administrative Reform, Communications and Information Technology, as well as FDP member and spokesman on the Subcommittee on Bankgesellschaft Berlin.

Member of the German Bundestag since May 2010.

Became a Member of the Bundestag on 20 May 2010, replacing Hellmut Königshaus, who resigned as a Member.
